convert index.php simple website to wordpress -

I want to create a log file using php. I am using xampp server I am getting broadcast data from microcomputer, I am calling Python script from phyp to display my data on web browser. Now I want to make this website more user friendly and more attractive. Someone can tell me how to add some plugins to do this.

The following style looks good on the 275 dpi screen, but the top margins on a regular 96 dpi screen are far too big.
