I do not think any option is actually Is able to provide reliable delivery receipts. SMS is incredible in different countries, and push notifications can be higher on the device, but still it looks like they have been sent in your favor.

It has been said that SMS is the most common solution to cover the problem and more use cases. If you are going to the push notification route then I think that means that you will have an app on the user's device, in this case, push notifications can be the most reliable (or perhaps the user has to give an option to SMS) Instead of / instead?) Which they need to provide information about the app within them. In this way you are relying on your work to confirm, accept it rather than make assumptions based on delivery.
